Seems that "Hot Cue" works in an inconsistent way:
If clicked on the screen using numbers on the screen (ex 1, 2 3), then track starts playing immediate from the cue point.
If selected using key-strokes (ex alt-1, alt-2, alt-3), then track pauses at cue point.
Hot Cues should PAUSE when selected.
Or there should be a way to select how Hot Cues works (play or pause)

It's all in the way the keys are mapped to function. It can be set the way u want it set to go to the cue and pause. I'm no expert on this but I'm sure some here can make that happen for you. Keep in mind it's not the default behavior. And it most likely not a bug unless I'm misunderstanding.

Indeed there is, in some skins.
In mine, if and only if your song is cirrently paused,
- A leftclick on a hotcue will "jump-and-play"
- But a rightclick on the same will "jump-and-pause-here"
(And you still can delete hotues by holding rightclick).
