Is it possible to slow down the scroll rate when searching by using the scroll bars in both the track & folder browser windows

Not really, not any setting of VDJ, the scroll bars are absolute so if you have a lot of files in a folder a small drag goes a long way, and unlike usual, a click doesn't page up/down it jumps to that position. I'd use your mouse wheel or allow a scroll zone on your touchpad driver.
You could unmap the page up/down keys from the keyboard mapping then you can scroll a page at a time.

Try this:
Just Go to Control Panel > Mouse >( Then Wheel tab) >Vertical Scrolling
change The Size "The Following Numbers of lines at a Time" into Below 5> And Apply......
