when I select the vocal effect and try and eliminate some of the vocals like I do in version 7 it tells me that this plug in does not seem to be compatible with version 8.

Because Virtual DJ 8 is a completely new piece of software, some of the effects need to be updated in order for them to work.
This is one of them. Hopefully updated ones will be available soon.

No problem, it was just weird that it showed up in the software when it didn't work. It must be finding the effects in the past version 7

Yes V8 and certainly the Pre-Release have been designed to install alongside V7. So you can use both if needs be.
That means that some things share the same folder. ;-)
