Can you make it an option to either have a 12 hour clock or a 24 hour clock, not just a 24 hour clock?

Already possible Scott - just depends on the skin:

%fullhour display the time as HH:MM:SS
%hour display as HH:MM
%hour12 display time as AM/PM

Try clicking on the clock text, some skins change between both
