Joey has pointed where you need to go.
browser_zoom is designed to fullscreen your browser. It would defeat the purpose leaving information on the screen - once you start doing that people will want more/different things there.
So browsers can now be in panels. This means you can effectively resize the browser and several skins do just this - a browser zoom with information still displayed. This is down to a skin designed to do.
